Land Acquisition Process Begins for New Noida; Rates Proposed for 80 Villages

The groundwork for the development of New Noida City has formally begun, with the Noida Authority initiating the process of land acquisition across 80 villages located in Dadri and Bulandshahr districts. Following the preparation of land rates, the proposal has been sent to the Uttar Pradesh government for approval. Once clearance is granted, the acquisition process will move forward.

According to the proposal, land will be purchased directly from farmers at a rate of ₹5,600 per square metre. The plan aims to develop the Dadri–Noida–Ghaziabad Special Investment Region, popularly referred to as New Noida, keeping in view the region’s rapidly growing population and expanding commercial activities.

Strategic Importance of New Noida

The proposed New Noida City holds strategic importance due to its proximity to the national capital Delhi. With major projects such as new industries, a proposed Film City, and upcoming airport infrastructure, the region is witnessing accelerated urbanisation. Authorities believe the new city will help manage future population growth and provide a structured framework for development.

Restriction on Land Registry Planned

Officials from the Noida Authority stated that measures are being planned to curb speculative buying and selling of land in the identified area. A temporary restriction on land registry may be imposed to prevent uncontrolled transactions. A new regulatory framework is currently under consideration, and Chief Minister Yogi Adityanath has sought a detailed factual report on the matter from the Authority.

New System for Land Purchase

Under the proposed mechanism, farmers wishing to sell their land will have to apply to the Authority. The Authority will be required to decide on the application within two months or less and purchase the land at the notified rate. If the Authority fails to do so within the stipulated time, farmers will be free to sell their land to private buyers. In case of refusal, officials will be obligated to provide written reasons.

Land acquisition will be carried out in a phased manner, alongside the commencement of development work.

Master Plan Approval Changed the Scenario

After the Yogi Cabinet approved the New Noida Master Plan–2041 on October 18, 2024, land transactions in the region witnessed a sharp rise. While the Authority initially considered halting registrations, the government and district administration were not in favour of a complete ban. Instead, a regulated system is being devised to balance development and farmers’ interests.

Temporary Office and Expansion Plans

To expedite implementation, the Noida Authority is planning to open a temporary office near Jokhabad and Sanwali villages, close to the Sikandrabad Industrial Area. Around 10,000 square metres of land is proposed to be acquired for this office.

The master plan envisages developing New Noida in four phases, though modifications remain possible. While the first phase was originally scheduled for completion by 2027, work has yet to begin.

Additionally, the Authority is considering further expansion by including select villages from Baghpat and Khekra tehsils, which could significantly widen the scope of the project. Proposals in this regard have already been forwarded to the state government.
