Former Haryana DGP Shatrujeet Kapur Appointed New Director General of ITBP

Former Haryana Director General of Police (DGP) and senior IPS officer Shatrujeet Kapur has been appointed as the new Director General of the Indo-Tibetan Border Police (ITBP). He will replace the incumbent DG Praveen Kumar. According to an order issued by the Ministry of Personnel, Kapur will hold the post until October 31, 2026, the date of his superannuation.

Kapur, a 1990-batch Indian Police Service (IPS) officer, was earlier removed from the post of Haryana DGP following a controversy linked to the alleged suicide of another IPS officer. Prior to his removal, he was sent on leave for two months and later appointed as Chairman of the Haryana Police Housing Corporation by the state government. His appointment to head the ITBP now marks a significant development in his long administrative career.

A Career Spanning Over Three Decades

Shatrujeet Kapur has over 30 years of experience in policing, administration, and internal security. He assumed charge as Haryana DGP on August 16, 2023. Before that, he served as Director General of the Haryana Anti-Corruption Bureau (ACB), where he handled several high-profile cases and led major initiatives against corruption.

An alumnus of NIT Kurukshetra, Kapur has held several important positions at the state, national, and international levels. His professional career has largely focused on maintaining law and order, crime control, and implementing administrative reforms.

Controversy Linked to IPS Officer’s Death

Kapur’s name surfaced in connection with the alleged suicide of a 2001-batch IPS officer, Purankumar, who was found dead at his residence in Chandigarh’s Sector-11 on October 7. The officer had reportedly left a suicide note accusing eight senior IPS officers, including Shatrujeet Kapur and former Rohtak Superintendent of Police Narendra Bijarnia, of caste-based discrimination, targeted mental harassment, public humiliation, and atrocities.

Following the incident, the Haryana government sent Kapur on leave and later relieved him of the DGP post. The matter has remained under investigation.

New Responsibility at the Centre

Despite the controversy, the central government has now entrusted Kapur with the leadership of the ITBP, a key central armed police force responsible for guarding India’s sensitive Himalayan borders and handling internal security duties. His appointment comes at a crucial time, as the force continues to play an important role in border management, disaster response, and national security.

Officials believe Kapur’s long administrative experience and exposure to internal security challenges will be significant assets in his new role as ITBP Director General.
