Xi Jinping Cracks Down on Trusted Generals: Why China’s President Fears “His Own” and Seeks Total Control Over the PLA

Recently, President Xi Jinping took decisive action against two senior military officers, one of whom was his childhood friend, highlighting his determination to assert total control over the People’s Liberation Army (PLA).

The Purge of Senior Generals
Generals Zhang Youxia and Liu Zhenli were removed from their posts for violating the Chairman Responsibility System, effectively challenging Xi Jinping’s authority and undermining the warfighting capabilities of both the Communist Party and the PLA. The swiftness of the action underscores Xi’s intent to eliminate independent power centers ahead of the 21st Party Congress next year, where a leadership transition is expected.

Implications for China’s Military Policy
While Xi’s actions have created upheaval within the PLA, experts say the immediate operational capabilities of China’s military are unlikely to be significantly affected. The Central Military Commission (CMC) will take time to be replenished with new trusted leaders, and promotions and purges are expected to continue until Xi has a fully loyal command structure. Nonetheless, the PLA still retains thousands of major generals, ensuring continuity in its warfighting potential.

Taiwan and Regional Security
The shake-up could provide Taiwan with some short-term relief. Xi’s lack of full trust in the PLA’s readiness, particularly in the Eastern Theater where confrontation with U.S. and allied forces is possible, has been a key factor behind the leadership purge. Young officers are unlikely to provide bad news directly to Xi, making it harder for him to gauge true military capability.

Impact on the Line of Actual Control (LAC) with India
Recent months have seen careful engagement between India and China, with improved economic ties and institutional dialogues. However, competition and strategic caution persist. Around 50,000 PLA troops remain deployed along the LAC. While China has strengthened military cooperation with Pakistan and increased activity in the Indian Ocean, the recent internal military shake-up may result in a temporary stabilization along the LAC, as Xi focuses on consolidating control rather than aggressive operations.

Opportunity for India
For India, the PLA’s internal turmoil offers a chance to enhance its own capabilities and strengthen preparedness. While China uses ambiguity, time, and treaties to shape adversary behavior, India can leverage patience and proactive policy along the LAC to maintain stability while reinforcing its strategic posture.

Xi Jinping’s recent actions reveal a leader deeply wary of “his own” and determined to centralize control over China’s military, signaling a period of both internal consolidation and cautious regional maneuvering.
