Pakistan Seeks Leadership Role in Islamic World Through Defense Deals, But Faces Challenges

ISLAMABAD: Pakistan is reportedly attempting to position itself as a leader among Islamic countries by promoting defense exports, particularly its JF-17 fighter aircraft, under the strategy outlined by Army Chief Asim Munir. According to a Reuters report, countries such as Indonesia, Azerbaijan, Sudan, Libya, Saudi Arabia, and Bangladesh have expressed interest in acquiring the Pakistani fighter jets.

While the authenticity of these reports is disputed, with some Pakistani experts calling them propaganda, the underlying strategy is clear. Sources indicate that Munir’s “defense doctrine” aims to portray Pakistan as a protector of Islamic nations. Under this framework, Pakistan is offering fighter jets, missile systems, and military training to friendly Muslim countries, signaling a push to establish itself as a security provider in the Islamic world.

Strategic Intent and Nuclear Umbrella

Intelligence sources suggest that several Muslim nations, facing regional instability, are drawn to Pakistan’s nuclear deterrence, even though Pakistan is legally prohibited from transferring, selling, or deploying nuclear weapons abroad. Last September, Saudi Arabia signed a defense agreement with Pakistan, partly reflecting this strategic alignment.

Pakistan’s Deputy Prime Minister and Foreign Minister, Ishaq Dar, claimed that eight Muslim countries are exploring potential defense partnerships with Islamabad. The government reported $8 billion in defense export orders for FY 2025-26 and has set a target of $20 billion in arms sales over the next three to five years. However, Indian intelligence notes that these deals, even if finalized, are heavily China-dependent: 65% of the JF-17 production is Chinese, and profits are shared accordingly.

Geopolitical Ambitions

Indian defense sources view Pakistan’s defense export strategy not merely as a commercial initiative, but as a long-term geopolitical plan. By leveraging military hardware and strategic alliances, Asim Munir aims to elevate Pakistan’s status and influence among Islamic nations, presenting it as a de facto regional leader and security provider.
