BRICS Naval Drill Sparks Controversy: South African Military Defies President, India Stays Clear

Cape Town: A BRICS naval exercise hosted by South Africa earlier this month has triggered political controversy, with reports suggesting that the South African military defied President Cyril Ramaphosa’s instructions regarding Iran’s participation. India, a key BRICS member, had chosen not to participate in the exercise.

The week-long drill, held from 9–16 January off South Africa’s coast, involved warships from China, Russia, Iran, and the host nation. China, Russia, and South Africa are long-standing BRICS members, while Iran joined the group in 2024. Observers from Indonesia, Ethiopia, and Brazil were also present. India opted out of the exercise, citing strategic considerations.

Iran’s Participation Sparks Controversy
According to Al Jazeera, South Africa regularly conducts drills with Russia and China, but this exercise coincided with heightened US-Iran tensions and large-scale protests in Iran. Reports suggest that Iran’s involvement violated President Ramaphosa’s instructions, issued under US diplomatic pressure. Despite orders to exclude Iran, three Iranian warships were already deployed in South African waters and continued participating.

On 15 January, the US embassy in South Africa publicly criticized the South African military for welcoming Iranian forces, highlighting that the same forces were suppressing peaceful political protests in Iran. Domestically, South Africa’s ruling coalition faced criticism from opposition parties, particularly the Democratic Alliance (DA), which accused the defense ministry of failing to follow presidential directives, thereby exposing the country to diplomatic and economic risks.

India’s Strategic Decision
Experts note that India’s decision to stay away from the exercise was prudent. Participation could have drawn US ire and further strained already tense India-US relations. By maintaining distance, India avoided entanglement in the geopolitical fallout.
