Russia Bans Telegram, Citing Security Concerns; Should You Use the App?

The Russian government has imposed restrictions on the popular messaging app Telegram, citing national security concerns. Authorities allege that the platform has become a hub for fraudulent and terrorist activities. Telegram founder Pavel Durov has strongly denied these allegations and condemned the government’s decision.

Government Cites Security Reasons
Russia’s communications regulator, Roskomnadzor, announced the ban on Telegram, stating that it is necessary to protect citizens. Reports indicate that President Vladimir Putin took the step after Telegram refused to remove content that the government classified as criminal or terrorist. Since the announcement, users have reported slower app performance and, in some cases, complete access restrictions.

The Russian government claims that Telegram fails to safeguard user data and facilitates illegal activities. To enforce the ban, the regulator has reportedly fined Telegram 64 million rubles for not removing prohibited content. Despite this, Russian authorities—including the military, government media, and Kremlin officials—have continued using the app.

Pavel Durov Responds
Telegram founder Pavel Durov criticized the move, asserting that the government aims to push users toward its own app, Max, which is pre-installed on all smartphones sold in Russia. Durov compared the situation to Iran, where similar measures forced citizens to use government-sanctioned apps. He emphasized that Telegram will continue to defend privacy and freedom of expression despite these pressures.

Public Opposition in Russia
Reports indicate widespread opposition to the ban across Russia. Bloggers covering conflict zones argue that the move ironically hinders the military, forcing soldiers to rely on outdated methods like carrier pigeons for communication. Critics also suggest that the government’s decision may inadvertently aid adversaries by limiting secure messaging channels.

Should You Use Telegram?
From an Indian perspective, Telegram remains operational and has not received any warnings from the government. With the Russian government’s allegations denied by Telegram, users who understand and follow the app’s terms of service can continue using it safely.
