Pakistan Poised to Take Lead in Satellite Internet Race with Strict Security Framework

Reports suggest that Pakistan is on the verge of launching high-speed satellite internet, raising questions about whether the country could take the lead in the satellite internet race. The Pakistan Telecommunication Authority (PTA) has drafted a stringent cybersecurity framework to regulate the operations of global satellite internet providers within the country.

Satellite Internet Race: Pakistan vs. India
While India has yet to fully roll out Starlink services, Pakistan appears ready to move forward. According to PTA, global satellite companies will soon be allowed to operate in Pakistan under strict regulations, with the goal of ensuring national security and protecting local data.

Pakistan’s Security Measures
Pakistan’s satellite internet policy emphasizes national security and data protection. Under the new rules, any foreign company providing internet services must route data locally, preventing sensitive user data from leaving the country. The policy also includes provisions for “lawful interception”, giving government agencies legal authority to monitor data if required.

High Licensing Fees and Local Infrastructure Requirements
The PTA’s draft license imposes significant financial and operational requirements. Satellite internet providers seeking a 15-year license must pay around $500,000 (₹4.2 crore) upfront. Additionally, within 18 months of obtaining a license, companies must establish a local gateway earth station in Pakistan to allow the government full oversight of internet traffic. These measures reflect Pakistan’s focus on security and espionage concerns.

Starlink’s Entry Timeline
Elon Musk’s Starlink has been attempting to launch services in Pakistan for some time but has faced delays due to approvals required from the Pakistan Space Activities Regulatory Board (PSARB) and other security agencies. Recent developments suggest that Pakistan may now accelerate Starlink’s entry into its market.

Current Status: India vs. Pakistan
Both India and Pakistan are carefully positioning themselves in the satellite internet sector. India is conducting thorough security checks for Starlink and Amazon’s Project Kuiper, while Pakistan has laid down a structured regulatory and security framework, placing responsibility on companies to comply with local laws.

It remains to be seen whether Pakistan, despite its strict regulations, can outpace India in the commercial rollout of satellite internet or whether India’s progress will prevent the neighbor from taking the lead.
