India Rejects Elon Musk’s Starlink Gen 2 Application: Direct-to-Device Connectivity Approval Denied

Elon Musk’s satellite internet service Starlink has not received approval in India for its Direct-to-Device (D2D) connectivity technology. The Indian space regulator, IN-SPACe, rejected the company’s Gen 2 application, while approval for Gen 1 remains in place, allowing Starlink to provide traditional broadband services.

What Happened?
Starlink had applied for permission to deploy both Gen 1 and Gen 2 technologies in India. Gen 1, which uses 4,408 low-earth orbit (LEO) satellites, has been approved and allows the company to provide standard broadband services. However, the Gen 2 application, which includes advanced D2D connectivity enabling signals to reach devices directly from space, was rejected by IN-SPACe.

Why Was Gen 2 Rejected?
According to officials, Gen 2 did not meet several regulatory requirements. IN-SPACe Chairman Pawan Kumar Goyanka explained that when Starlink initially submitted its application 3–4 years ago, D2D technology was not fully developed or understood. The Gen 2 satellites include multiple new features and frequency bands, some of which are not approved for use in India. Officials emphasized that when Starlink reapplies, IN-SPACe will review the updated proposal and associated technologies.

Future of D2D Connectivity in India
Currently, India does not permit D2D connectivity due to the absence of a regulatory framework and spectrum allocation for such services. The Department of Telecommunications is deliberating on the necessary spectrum bands and regulations before allowing D2D services.

Gen 2 Satellites Upgraded with Advanced Technology
Recently, Starlink received approval from the US FCC to deploy 7,500 Gen 2 satellites, bringing the global total to 15,000. These Gen 2 satellites feature advanced form factors and cutting-edge technology. However, it is unclear when Starlink will reapply for Gen 2 approval in India.
