Pakistan Gears Up for 5G Launch in 2026; New MVNO Policy to Benefit Smaller Telecom Firms

Pakistan is making significant preparations for the launch of its 5G network, expected early next year. After multiple delays, the rollout is now scheduled for 2026. Ahead of the launch, the government has taken a major step aimed at supporting smaller telecom companies.

What’s the Decision?
The Ministry of Information Technology in Pakistan has sent new regulations regarding Mobile Virtual Network Operator (MVNO) licenses to the cabinet for final approval. MVNOs are companies that provide mobile services without building their own physical infrastructure, such as towers or spectrum. Instead, they lease network capacity from existing operators like Ufone and Jazz. With these new rules, smaller firms can offer 5G services without investing in their own network infrastructure.

Reduced License Fees
Under the new policy, the MVNO license fee has been drastically reduced. Previously set at $5 million, it has now been slashed to just $140,000. This significant reduction will enable smaller companies to enter the telecom sector more easily, boosting market competition and improving services for consumers.

Extended License Duration
The license term has also been extended to 15 years, providing long-term security for investors. MVNO companies can lease network capacity from existing operators, but all commercial agreements will require approval from the Pakistan Telecommunication Authority. MVNOs can operate under their own brand, handle marketing, and provide customer service while relying on existing networks for connectivity.

Delays in 5G Launch
Although several announcements were made in 2025 regarding the imminent arrival of 5G—such as IT Minister Shaja Fatima mentioning launches in seven cities in September and further confirmations in November—commercial rollout has been delayed. The 5G spectrum auction faced postponements, pushing the full-scale launch to early 2026. Testing and trials are ongoing, but a complete launch has yet to occur.

This strategic move by the Pakistani government is expected to accelerate 5G adoption, foster new investments, and make advanced telecom services more accessible to the public.
