Yogi Government Unveils ‘Foolproof Plan’ to Drive Out Illegal Intruders from UP — Biometric Profiling to National Negative List

In a major crackdown on illegal intruders, the Yogi Adityanath government has prepared a comprehensive and foolproof action plan aimed at ensuring that infiltrators cannot re-enter Uttar Pradesh—or any part of India—once expelled.

Under the new strategy, the state will compile a dedicated Negative List containing the details of all identified intruders. Once their names are entered into this database, these individuals will permanently lose access to government identity systems, including Aadhaar registration, officials said.

Biometric Database for All Detainees

According to sources, Chief Minister Yogi Adityanath, in a high-level meeting with senior officials, directed that every intruder lodged in detention centres must undergo full biometric profiling.
This will include:

  • Fingerprint records
  • Facial recognition scans
  • Digital documentation of personal history

The purpose is to create an unbreakable digital identity record so that these individuals cannot use forged documents to re-enter India’s administrative systems.

Negative List to Be Shared Nationwide

The state government plans to circulate the Negative List across all states and central agencies.
Officials said this step will ensure:

  • Intruders blocked in UP cannot cross into another state
  • Any attempt to apply for ID documents or government schemes is immediately flagged
  • Centralised monitoring of suspicious entry attempts at borders and checkpoints

High-Tech Tools to Detect Forgery Networks

Authorities revealed that advanced technology will be deployed to scan fake identity cards, forged documents, and suspicious paperwork used by intruders. Their historical records will also be examined to determine:

  • How long they have been living in the state
  • What forged documents they used
  • Which networks or agents facilitated the creation of fake IDs

With this data, the government aims to expose and dismantle document-forgery rackets operating within the state.
