Who Is IPS Shailesh Kumar Sinha? Officer Who Won Hearts in Sheohar Through Digital Policing Initiatives

Sheohar: IPS officer Shailesh Kumar Sinha, who served as Superintendent of Police (SP) of Bihar’s Sheohar district, has been transferred following his promotion to the rank of Deputy Inspector General (DIG). Known for his citizen-centric and technology-driven approach, Sinha’s tenure in Sheohar will be remembered for ushering in digital innovations that strengthened the bond between the police and the public.

A 2012-batch IPS officer, Shailesh Kumar Sinha took charge as SP of Sheohar on September 15, 2024. In December 2025, he was promoted to DIG, and the state government has now posted him as DIG of the Begusarai Range. He has been replaced in Sheohar by IPS officer Shubhank Mishra, a 2019-batch officer who was earlier serving as City SP of Bhagalpur.

Digital Push in One of Bihar’s Poorest Districts

Sheohar is considered one of the poorest districts in Bihar, but under Sinha’s leadership, the district police made a significant leap toward digital governance. As SP, he spearheaded the launch of a Citizen-Centric Web Portal and Android Mobile Application, a first-of-its-kind initiative for the district.

The initiative received widespread appreciation from residents, who praised Sinha’s forward-thinking vision. Speaking at the launch, Sinha had said that the digital platform would act as a bridge between the police and citizens, enabling people to communicate their grievances easily and track the status of police services in real time.

Wide Range of Public Services on a Single Platform

The web portal and mobile app provided comprehensive information and services to citizens, including contact numbers and addresses of police stations, PCR units, and local police personnel. Details of chowkidars and dafadars were also made accessible to the public.

Through the digital system, citizens could apply for police verification of tenants, domestic helps, and drivers, seek appointments with the SP, and access information related to known criminals. Special features such as a panic button and helpline numbers for women’s safety, missing person details, digital visitor entry, and downloadable forms related to various acts and rules were also included.

The platform further enabled users to track passport verification status and access multiple citizen services from a single interface, significantly reducing the need for physical visits to police offices.

A Lasting Impact

Shailesh Kumar Sinha’s tenure in Sheohar stands out as an example of how technology and good governance can improve policing even in resource-constrained districts. His digital initiatives not only enhanced transparency and accessibility but also earned him the trust and goodwill of the people.

As he assumes charge as DIG of Begusarai Range, many in Sheohar believe that his innovative approach to policing will continue to inspire similar reforms elsewhere in the state.
