
Gorakhpur, Uttar Pradesh: Uttar Pradesh Chief Minister Yogi Adityanath has stated that the era when victims suffered while criminals roamed freely is over. Under the state government’s zero-tolerance policy, the collection of evidence and the use of forensic science laboratories (FSLs) will ensure that no offender escapes justice.
Upgraded Forensic Science Laboratory Inaugurated
On Tuesday, CM Yogi inaugurated the upgraded Regional Forensic Science Laboratory (RFSL) in Gorakhpur, a six-story high-tech building constructed at a cost of ₹72.78 crore. The lab is equipped with state-of-the-art facilities to conduct precise, swift, and transparent investigations, strengthening the delivery of timely justice to victims.
Addressing the gathering, CM Yogi said that prior to 2017, Uttar Pradesh had only four forensic labs, despite being the most populous state in India. Since his government came to power, the number of labs has increased to 12 operational labs, with six more under construction, ensuring that every police commissionerate will soon have a dedicated FSL. The labs handle all types of forensic analysis, providing authenticated evidence to bring criminals to stringent justice.
Mobile Forensic Units for Rapid Evidence Collection
To enhance crime-fighting efficiency, the government has deployed two mobile forensic vans in every district, enabling evidence collection within hours. The evidence is then analyzed at the labs, ensuring victims receive quick, hassle-free justice. CM Yogi emphasized that earlier, even collected evidence often failed due to lack of proper lab facilities.
Legal Backing and Scientific Enforcement
With the implementation of new laws in 2024 – the Indian Justice Code 2023, Indian Civil Security Code 2023, and Indian Evidence Code 2023 – forensic investigation has become mandatory for crimes punishable with seven or more years of imprisonment. These reforms, coupled with modern FSLs, significantly strengthen crime detection and prosecution.
Employment and Skill Development Opportunities
CM Yogi also highlighted that forensic science labs will create new employment opportunities for youth. The UP State Institute of Forensic Science in Lucknow now offers certificate, diploma, and degree courses for lab technicians, evidence analysts, and forensic specialists. Advanced facilities include DNA diagnostics, AI integration, drones, and robotic labs capable of handling both nano-scale and heavy-duty drones up to 40 kg.
Modern Policing and Game-Changing Technology
The upgraded Gorakhpur FSL will serve as a game-changer for modern policing, offering advanced testing in ballistics, narcotics, serology, cyber forensics, DNA profiling, and document examination. The lab enhances speed, transparency, and reliability in criminal investigations, ensuring timely and accurate justice.
Strengthening Police Force and Security Infrastructure
CM Yogi noted that over the past eight years, 2,19,000 police personnel have been recruited, surpassing the total police force of many other states. Training capacity has increased tenfold, with all new recruits trained within the state.
Additionally, the government has implemented the commissionerate system in seven districts, developed safe cities in 17 municipal corporations including Noida and Greater Noida, and installed over 13 lakh CCTV cameras for enhanced urban security. Women’s participation in the workforce has risen from below 13% to over 35%, thanks to improved safety measures.
Real-Time Crime Detection and Zero Tolerance
CM Yogi emphasized that CCTV networks and forensic labs allow police to track criminals within hours, ensuring that offenders are quickly apprehended and held accountable. The FSLs form a critical part of the government’s zero-tolerance policy toward crime.
Event Attendance and Acknowledgments
The inauguration ceremony was attended by MP Ravikishan, ADG Technical Services Naveen Arora, DIG Technical Services Anand Kulkarni, and senior officials from police and administration. Legislators and dignitaries including Fateh Bahadur Singh, Rajesh Tripathi, Shri Ram Chauhan, and Charu Chaudhary were also present.
