
Lucknow: Over one crore farmers in Uttar Pradesh have been deprived of the PM-Kisan Samman Nidhi installment this month due to discrepancies in their Aadhaar and Khatauni (land record) details. While the state has 2,34,61,696 registered farmers, only 2,15,71,323 received the installment. A staggering 1,89,373 farmers saw their payments withheld.
The key reason behind this disruption is the absence of proper e-KYC, which requires the farmer’s name to match exactly in both Aadhaar and Khatauni records. To resolve this long-standing issue, the Revenue Council is now set to introduce a facility allowing farmers to update their Khatauni names as per Aadhaar. This is expected to benefit nearly three crore farmers across the state.
Aadhaar–Khatauni Linking Work in Progress
The state government is currently running a large-scale drive to link Khatauni land records with Aadhaar. However, mismatched names between the two documents have created hurdles for thousands of farmers.
To address this, the Revenue Council has decided that farmers will be allowed to make corrections in their Khatauni based on the details given in their Aadhaar. A formal report from the Lekhpal confirming that both names belong to the same person will be required as part of the verification process.
Why Aadhaar-Based Linking Matters
Linking all Gata (plot) numbers with Aadhaar will help authorities track how much land a person holds across different districts. Currently, such detailed information is available only at the tehsil level.
Under the Ceiling Act, an individual in Uttar Pradesh cannot own more than:
- 18 acres of irrigated land
- 27 acres of unirrigated land
- 45 acres of orchard or barren land
Any excess land is legally vested with the government. Aadhaar-based linking will streamline enforcement of these limits.
e-KYC Mismatches Blocked PM-Kisan Funds
This year, more than one crore farmers could not complete their e-KYC because the name on their Aadhaar did not match the name recorded in the Khatauni. As a result, their PM-Kisan funds could not be transferred.
The upcoming correction facility aims to eliminate this mismatch and ensure seamless delivery of government benefits.
Aadhaar to Be Linked With All Gata Numbers
Work is underway to link every land plot with the landowner’s Aadhaar. Once fully implemented, it will become easier to identify land ownership statewide and prevent fraud.
