Union Education Minister Dharmendra Pradhan Assures No Discrimination Under New UGC Rules

Didwana, Rajasthan: Amid nationwide debates and protests over the recently notified University Grants Commission (UGC) regulations, Union Education Minister Dharmendra Pradhan on Tuesday assured that the new rules would be implemented without discrimination and that their misuse would not be allowed. Speaking at the foundation-laying ceremony in Choti Khatu, Nagaur, Pradhan highlighted the government’s commitment to improving the quality of education across India and emphasized that the regulations aim to promote equality in higher education institutions.

Minister Reassures Against Discrimination

Addressing the media, Pradhan said, “I wish to humbly assure everyone that no one will face any harassment or discrimination. The rules will be applied fairly, and no one will have the right to misuse them in the name of discrimination. Whether it is the UGC, the central government, or state governments, all actions will remain within the framework of the Constitution of India.”

Background: Protests and Legal Challenges

The UGC’s new Regulations for Promotion of Equality in Higher Education Institutions, 2026 have sparked widespread debate and protests across the country. Recently, a petition was filed in the Supreme Court challenging the regulations, alleging that Regulation 3(c) adopts a non-inclusive definition of caste-based discrimination and fails to protect students and faculty outside reserved categories.

The new regulations, notified on 13 January 2026, make it mandatory for all higher education institutions to constitute Equality Committees to address complaints of discrimination and to promote equality. These committees must include representatives from OBC, SC, ST, Persons with Disabilities (PWD), and women. A draft version of the rules was circulated for public feedback in February last year.

Minister Highlights Government Efforts

Pradhan said the government is committed to ensuring that these regulations are implemented fairly and effectively to foster inclusive, equitable educational environments. He underscored that the rules are part of the government’s broader efforts to enhance the quality of education and promote equality across all higher education institutions in India.
