
Lalbarra:
A controversy has erupted in Lalbarra over the installation of smart electricity meters, with consumers and the power department coming face to face. The dispute intensified after a consumer refused to allow the installation of a smart meter, following which the department issued a notice accusing the consumer of obstructing government work.
According to the consumer, the meter replacement was attempted without prior written intimation and without producing any authorization or approval documents. When the consumer objected to the sudden action, departmental staff allegedly termed it as interference in official duties and subsequently served a notice.
The notice directs the consumer to appear before the department office within seven days and submit an explanation regarding the alleged obstruction of government work.
Consumers have alleged that no written notice was served prior to the meter replacement, nor was any approval from the Central Electricity Authority (CEA) or the State Electricity Regulatory Commission (CSERC) displayed or shared. They further claim that no consent or opt-out option was provided, despite provisions under the Electricity Act, 2003, which emphasize transparency and consumer rights.
In a separate written representation, consumers have demanded a clear clarification on the legality of the smart meter installation, a certified copy of the official order authorizing the meter change, and the removal of smart meters installed without consent, with restoration of the old meters. They have also sought disciplinary action against the concerned officials involved in the alleged unauthorized procedure.
As the issue gains momentum at the local level, consumers are describing the department’s move as an attempt to intimidate and exert pressure, while no official response has yet been issued by the power department.
The situation remains tense, with residents seeking transparency and accountability in the implementation of the smart meter project.
