Region Long Under ISI Radar

Sources reveal that over the past decade, Delhi–NCR and Western UP have consistently been targets of ISI-backed sleeper cells. Multiple suspects have been arrested earlier from Meerut, Kairana, Muzaffarnagar and Roorkee, making the entire belt a high-sensitivity zone for intelligence agencies.

The biggest challenge, officers say, is that such operatives blend seamlessly into local Muslim populations, living as ordinary citizens while quietly supporting terror networks. Their true identities only surface during raids, leaving communities stunned.

While previous operations were believed to have dismantled most modules, a sudden rise in suspicious movements over the past few months has raised red flags, prompting a renewed crackdown.

A 13–14-Year-Old Case Still Haunts Agencies

One of the most notable cases remains the arrest of Pakistani national Kamil nearly 14 years ago in Meerut’s Kotwali area. Living under a fake identity, he had even married a local woman and cut off his own thumb to erase biometric traces. Army Intelligence apprehended him after alerting DIG Prem Prakash — a case still cited as a classic example of covert infiltration.

ISI Links From Roorkee

In another joint operation earlier, IB and Army Intelligence had arrested Asad, Furqan, and three others from Roorkee, all of whom were found to be directly connected to Pakistan’s ISI. Such arrests highlight why Western UP remains a preferred ground for terror networking.

Doctor Adil Was Quietly Building a Major Sleeper Grid

Agencies suspect that Dr. Adil was constructing the backbone of a new sleeper cell network. He allegedly used multiple phone numbers to run a chain-communication system, met field operatives discreetly, and expanded contacts across different districts of Western UP.

What has alarmed investigators the most is the silent nature of the entire setup — undetected by any local agency until his arrest.

Agencies Tighten Surveillance

Using call records and GPS locations retrieved from Adil’s phone, intelligence units are now identifying potential operatives and re-mapping old terror modules. Hotspot zones across Western UP have been flagged, and old ISI-linked cases are being re-examined.

Officials suspect that Adil was not working alone but was part of a larger revived network, with multiple sleeper agents already active.
