Ruckus in Rajasthan Assembly Over Questioning Rules: Opposition Leader Jully Writes to Speaker

Jaipur, January 17, 2026: A dispute has erupted in the Rajasthan Legislative Assembly over rules governing the questioning process. Opposition leader Tikaram Jully has raised objections to the Assembly Secretariat’s bulletins issued on January 7 and 9, claiming they attempt to curtail the rights of members to ask questions.

Jully argued that these provisions represent a direct attack on legislators’ powers, which are fundamental to the spirit of democracy. The controversial point in the bulletins advises members to request information only about a specific area or tehsil, rather than broader state-level matters.

Letter to the Speaker
In response, Jully wrote to Assembly Speaker Vasudev Devnani, stating that members should not be barred from asking questions on matters the government has not yet addressed merely because the subject is older than five years. He emphasized that while government schemes, rules, and departmental information may be available online, accessing such information through the House is a constitutional right of legislators.

Jully also highlighted that according to Rule 37(2) of the Assembly, which sets 25 conditions for the admissibility of questions, there is no restriction limiting questions to specific areas. He further expressed concern regarding Zero Hour, adjournment motions, and matters of urgent public importance, questioning the rationale behind imposing such limits.

Speaker Provides Clarification
Speaker Devnani clarified that the bulletin does not introduce any new rules. He noted that similar circulars have been issued in the past, and such procedures are standard in Parliament and other state assemblies. He added that the previously discontinued slip-based system has now been reinstated in the current tenure.
