Rajasthan Governor Approves New Law: Night Work for Minors Below 18 Now Prohibited

Jaipur: In a significant move to safeguard the welfare of minors, the Rajasthan government has implemented a new law prohibiting night work for adolescents aged 14 to 18. The ordinance, aimed at ensuring the safety and future of young workers, has received approval from Governor Haribhau Bagade and is now officially part of state legislation.

Earlier, the permissible age for restricted work hours was 12 to 15 years. With the new ordinance, the age group has been expanded to 14–18 years, ensuring stronger protection for teenage workers in restaurants, hotels, factories, and other commercial establishments.

Ordinance Passed Without Legislative Session

The Rajasthan Shops and Commercial Establishments (Amendment) Ordinance, 2025, was approved by the Governor following notification issued by Suresh Chand Bansal, Secretary of the Law & Legal Affairs Department. The ordinance was introduced by the state government approximately six weeks ago, during a period when the state assembly was not in session. Chief Minister Bhajanlal Sharma emphasized that urgent circumstances necessitated immediate implementation. Exercising constitutional powers, the Governor has given assent, officially converting the ordinance into law.

Work Hours Strictly Limited to Three Hours

Under the amended Rajasthan Shops and Commercial Establishments Act, 1958, minors previously allowed to work between ages 12–15 could engage in a maximum of three hours of commercial work per day. The new law extends the same limit to minors aged 14–18, prohibiting work beyond three hours per day. Additionally, the law mandates a compulsory half-hour rest period for any employee working six hours or more in a commercial establishment.

This move reflects the state government’s commitment to protecting minors and promoting safer working conditions across Rajasthan.
