
Jaipur: Rajasthan Finance Minister and Deputy Chief Minister Diya Kumari presented the state budget for the financial year 2026-27 in the assembly on Wednesday, announcing a mix of measures aimed at balancing state revenue while providing relief to the common people. Key changes will impact property registration, stamp duty, loan documentation fees, and vehicle taxation.

What Became Costlier
- Stamp Duty Surcharge: The surcharge on stamp papers has been raised by 3%, making stamp paper purchases more expensive.
- Farmhouse Land Registry: The market value of farmhouses, previously calculated at 1.5 times the agricultural land rate, has been increased to 3 times.
- Resort Land Registry: The registration value for resort land, earlier set at double the agricultural rate, will now be calculated as 75% of the commercial rate in the respective area.
Where Citizens Get Relief
- Loan Document Registration Fees: Fees for registering loan-related documents with banks or financial institutions have been reduced from 1% to 0.5%, with a maximum cap of ₹1 lakh.
- Loan Stamp Duty: The stamp duty on loan documents has been halved from 0.25% to 0.125%, with the maximum limit reduced from ₹15 lakh to ₹10 lakh.
- Out-of-State Vehicle Tax: The tax exemption on privately imported vehicles from other states has been increased from 25% to 50%, easing the cost of registration.
Deputy CM Diya Kumari said, “The budget seeks to balance revenue while offering relief to the common citizen. Rates have been revised where necessary, and exemptions on vehicle taxes have been enhanced to ease financial burdens.”
With these measures, property registration costs, particularly for farmhouses and resort lands, will rise, while vehicle registration and loan documentation costs will become more affordable, providing targeted relief to the public.
