
Lucknow: In a significant step toward rural empowerment and land reforms, the Uttar Pradesh government under Chief Minister Yogi Adityanath has achieved a major milestone by distributing more than one crore ‘Gharoni’ (Land Ownership Certificates) to rural families across the state.
Implemented under the Centre’s SVAMITVA Scheme, the initiative has transformed the lives of millions of villagers by granting them legal ownership of residential properties located in village inhabited areas. The move has not only strengthened property rights for the rural poor but has also emerged as a game changer in reducing land disputes and promoting economic self-reliance.
Legal Empowerment of Rural Property Owners
Under the SVAMITVA scheme, households residing on village abadi land are being provided with digitised ownership records (Form-10). So far, such records have been issued in 72,961 villages, covering nearly 80.59 percent of all surveyable villages in Uttar Pradesh. For the first time, rural families now possess clear and legally valid proof of ownership over their homes and land.
These ownership certificates have become an accepted legal document for bank loans, government welfare schemes, and financial services, enabling villagers to access formal credit systems and institutional benefits.
Economic Security Through Gharoni
According to the Revenue Department, 1,14,43,688 Gharoni certificates have been prepared with mutual consent so far, out of which 1,01,31,232 certificates have already been distributed to beneficiaries. Beyond being a proof of ownership, Gharoni has become a powerful tool for rural economic growth.
With legal documents in hand, rural families are now availing bank loans for self-employment, small businesses, and entrepreneurship, enhancing their financial stability and social security.
Sharp Decline in Land Disputes
The impact of the scheme has led to a significant reduction in land and housing-related disputes in villages. Digitised records and clear demarcation of properties have effectively curbed fake claims and illegal encroachments, fostering trust, peace, and transparency at the grassroots level. The initiative is also expected to reduce the burden of pending cases in courts, contributing to faster justice delivery.
Distribution Process Continues
The distribution of Gharoni certificates is progressing steadily. After January 18, 2025, an additional 13,12,456 new certificates have been prepared and are being distributed in phases. The government aims to ensure that no eligible rural family is left out of the scheme.
Drone Technology Enabling Accurate Surveys
Out of 1,10,344 notified villages in the state, 90,530 villages are technically suitable for drone-based surveys. Using advanced technology, precise and transparent digital land records are being created, in line with the Yogi government’s vision of digital governance and modern land management.
A Milestone in Rural Transformation
Through the SVAMITVA scheme, the Yogi government has laid a strong foundation of property rights, economic independence, and social dignity for rural communities. The initiative is positioning Uttar Pradesh as a leading state in land reforms and rural empowerment at the national level.
