Pratapgarh Collector Criticizes BJP MP for Using Improper Language

A conflict has erupted in Pratapgarh, Rajasthan, between BJP MP Mannalal Rawat and District Collector Dr. Anjali Jorwal over alleged illegal land allocations and the management of DMFT (District Mineral Foundation Trust) funds. The dispute escalated through a series of letters exchanged with the Chief Secretary of Rajasthan.

Collector Alleges Misrepresentation

Dr. Jorwal, in her letter to the Chief Secretary, accused MP Rawat of making baseless claims regarding DMFT fund utilization. She highlighted that Rawat, being a former gazetted officer, is well aware of administrative procedures, yet has reportedly misrepresented facts, potentially misleading the Chief Minister and district officials. She emphasized that such actions undermine the professional image of a female officer.

Improper Language and Protocol Breach

Referring to guidelines from the Rajasthan High Court, Supreme Court, and the Department of Personnel, Dr. Jorwal stressed the importance of using respectful language while addressing any officer, especially female officials. She noted that the MP’s letter failed to maintain this decorum. Moreover, she clarified that elected representatives cannot dictate officer transfers, chargesheets, or postings, as these processes are governed under CCA (Central Civil Services) and RSR rules.

Concerns Over Unequal Fund Allocation

Dr. Jorwal also raised concerns regarding the proposed distribution of DMFT funds. Pratapgarh has eight panchayat samitis, of which only Dhariawad falls under Udaipur Lok Sabha constituency, while the remaining six, including Peepalkhunt and Banswara, come under Chittorgarh constituency. She claimed that MP Rawat is pressuring to allocate most of the funds solely to Dhariawad, which violates the principle of proportional distribution across all panchayats.

MP Warns of Controversy

Responding to the dispute, Mannalal Rawat warned that opening his statement could escalate the matter. He argued that the administration must follow democratic norms and address public demand, emphasizing that elected representatives have the duty to advocate for development projects and ensure funds reach all areas as required by the people. Rawat added that development work should continue uninterrupted for public benefit, irrespective of the controversy.
