
Patna: The Patna district administration has imposed Section 163 restrictions in key areas of the city from December 1 to 5, 2025, coinciding with the Bihar Legislative Assembly’s winter session. The move aims to maintain law and order and ensure smooth conduct of legislative proceedings.
During this period, gatherings, protests, rallies, sloganeering, and carrying of weapons or explosives will be strictly prohibited in designated areas around the Assembly building and Secretariat police station. Exemptions have been granted only to certain government officials, security personnel, and authorized individuals.
Scope of Restrictions
The notified areas under Section 163 include: Patna Zoo Gate No. 1 to Nehru Path up to Vishweshwaraiya Bhawan; Kotwali T-Point and R-Block Roundabout to the railway line; Chitkohra Roundabout to Veterinary College; and Buddha Marg from Kotwali T-Point to Patna GPO Roundabout.
Unauthorized gatherings of five or more persons, protests, rallies, sit-ins, or sieges are prohibited. The carrying of firearms, ammunition, explosives, or weapons such as knives, axes, spears, and pickaxes is strictly forbidden. The use of loudspeakers without permission is also banned.
Administration Statement
Patna Sadar Sub-Divisional Magistrate Gaurav Kumar stated that the restrictions have been imposed to prevent any disruptions and to ensure the safety and security of citizens and legislators. Violators of Section 163 of the Indian Penal Code will face strict legal action.
These measures are part of broader efforts to maintain a secure and orderly environment during the winter session of the Bihar Assembly, which commences on December 1.
