Over 3.65 Lakh Land Mutation Applications Rejected in Patna, Raiyats in Distress; Proper Documentation Key to Claim Approval


A massive number of land mutation (Dakhil-Kharij) applications have been rejected in Patna district, causing widespread concern among raiyats (landholders). According to official data, out of 10.16 lakh online applications submitted so far, more than 3.65 lakh applications—nearly 36 percent—have been rejected, primarily due to incomplete documentation and lack of coordination at the circle (Anchal) office level.

Officials report that 6.33 lakh applications have been accepted for disposal, while 17,025 applications (1.67 percent) are still pending. The high rejection rate has left thousands of landowners struggling to get their ownership records updated, an essential requirement for sale, inheritance, loans, and government schemes.

Documentation Gaps Major Cause

Revenue experts and local officials point out that missing or incorrect documents remain the main reason behind the rejections. It is also observed that applicants who follow up with circle office staff after submitting online applications often have a better chance of approval. In the absence of such coordination, applications are frequently rejected citing technical or documentary deficiencies.

However, the administration has clarified that rejected applications can be re-submitted online after rectifying the shortcomings, offering some relief to affected raiyats.

Paliganj Shows Alarming Trend

The situation is particularly worrying in Paliganj Anchal, where out of 18,807 online mutation applications, only 8,157 have been approved, while over 10,520 applications have been rejected. Similar trends have been reported from Didarganj, Maner, Masaurhi, Punpun, and Bikram, where rejection rates remain significantly high.

Area-wise Data Highlights the Crisis

According to published reports, Phulwarisharif Anchal has recorded the highest number of rejected applications. The figures from major circles are as follows:

Need for Administrative Intervention

Land revenue analysts believe that unless clear guidelines, proper scrutiny mechanisms, and citizen facilitation support are strengthened at the circle level, the problem may intensify further. Raiyats are urging the district administration to simplify procedures, ensure transparency, and provide timely assistance to prevent repeated rejections.

The large-scale rejection of mutation applications has emerged as a serious administrative challenge in Patna, underscoring the urgent need for systemic reforms in land record management to safeguard citizens’ property rights.
