Nine Kanpur Women Linked to Terror Suspect Dr. Shaheen’s Female Wing; New Revelations on Hotel Meetings, Recruitment Tactics & Funding Trail

Shocking details continue to emerge in the Delhi blast investigation involving former GSVM Medical College professor Dr. Shaheen, who allegedly headed the women’s wing of the terror outfit Jaish. Intelligence agencies have now discovered that nine young women from Kanpur were in direct contact with Dr. Shaheen and were being indoctrinated and recruited under the guise of religious outreach and financial assistance.

According to sources, these women—lured with promises of money and support—were gradually integrated into the network. Following these revelations, teams from the NIA, ATS, and Intelligence Bureau have intensified searches across several sensitive areas in Kanpur, including Jajmau, Bekanganj, Chaman Ganj, Rawatpur, and Kakadeo.

Female Recruitment Network of Dr. Shaheen

Dr. Shaheen, who served as an assistant professor and later the head of the Pharmacology Department from 2006 to 2013, is accused of running a covert female recruitment module. Investigators say that the nine young women were first approached through Shaheen’s brother, Dr. Parvez, before being introduced to her.

The agencies are now preparing to bring Dr. Shaheen to Kanpur to facilitate face-to-face identification and verify the statements of the women who managed to escape the network.

Promise of Money Used to Lure Vulnerable Women

During questioning, several women admitted that they came from extremely poor backgrounds—some had lost both parents—making them vulnerable to monetary influence. They were promised financial help, job opportunities, and religious education.
They were taken to gatherings across Uttar Pradesh including Lucknow, Bijnor, Bareilly, Meerut, Saharanpur, Bahraich, and Sambhal as part of this indoctrination circuit.

Hotel Meetings Reveal Modus Operandi

One of the most startling revelations came from testimonies describing how the recruitment began. Investigators were told that between March 2024 and 2025, young girls responding to contact numbers on pamphlets promising “religious training and employment” were asked to come to a hotel in Lucknow.

There, they first met Dr. Parvez. Soon after, a woman in a veil—who later turned out to be Dr. Shaheen herself—interrogated the girls about their family background while trying to build an emotional connection.

Narrow Escape from Barabanki Madrasa

The women told intelligence agencies that in March 2025, during their stay at a madrasa in Barabanki, they realised that the woman guiding them was the same Dr. Shaheen linked to terror activities.
Sensing danger, four of the women escaped the premises under the cover of darkness, while the remaining girls fled shortly after.

Their statements have now provided investigators with crucial insights into Shaheen’s operations, her communication channels, and the possible funding network behind the recruitment.

Ongoing Investigation & Sensitive Leads

NIA, ATS, and IB teams have been conducting door-to-door checks, verifying tenants, and analysing call data records (CDRs) of all suspects linked to Shaheen and her associate Dr. Arif, a cardiology trainee who was earlier arrested from Lucknow’s Ashok Nagar.

Sources confirm that multiple sensitive inputs have been recovered from digital devices, and several new leads suggest that Dr. Shaheen’s module may have deeper links across Uttar Pradesh.

With the network slowly unravelling, investigators are now racing to verify each testimony, track down the missing recruits, and uncover the complete chain of terror financing and recruitment.
