
Mumbai: Ahead of the coronation of the new mayor, the Brihanmumbai Municipal Corporation (BMC) has issued strict rules to keep India’s financial capital clean and orderly. Under the BMC’s new Solid Waste Management Sub-Rules 2025, hefty fines will be imposed for littering, spitting, and other violations of public hygiene norms.
According to the BMC, individuals caught spitting in public will be fined ₹250, while littering will attract a penalty of ₹500. The rules are part of the city’s initiative to ensure proper management and handling of solid waste across public and private spaces.
Key Fines under the BMC Rules:
- Spitting in public: ₹250
- Littering in public spaces (streets, lanes, footpaths, gardens): ₹500
- Bathing in public areas: ₹300
- Open urination: ₹500
- Open defecation: ₹500
- Feeding animals or birds in public: ₹500
- Washing utensils or clothes in public areas: ₹300
- Washing vehicles in public spaces: ₹500
- Neglecting cleanliness in premises: ₹500–1,500
- Not segregating waste: ₹200 (individuals), ₹1,000 (large waste generators)
- Unauthorized dumping of construction debris: ₹20,000 per vehicle
- Transporting waste without permission: ₹25,000 per vehicle
- Commercially burning waste: ₹10,000
- Pet-related littering: ₹1,000
Strict Compliance Measures
The BMC has clarified that if a public event is not cleaned within four hours after its conclusion, the deposited cleanliness fee will be confiscated. The rules apply to all types of spaces—residential, commercial, industrial, government, semi-government, educational, religious, recreational, and social establishments.
BMC Administrator Bhushan Gagarani emphasized that the 21 listed violations will be strictly enforced, sending a clear message that non-compliance will not be tolerated. The announcement comes after several BJP corporators posted images of themselves cleaning up after processions during the recent municipal elections.
