Strong opposition has erupted in Ujjain, Madhya Pradesh, against the proposed draft regulations of the University Grants Commission (UGC), with thousands of members from the Savarna community taking to the streets on Wednesday evening.
Gathering at Tower Chowk, protesters formed a human chain, raised slogans and described the proposed rules as “chains imposed on the Savarna community.” The demonstration later turned into a rally that proceeded to Shaheed Park, where a memorandum was submitted to the administration.
The protesters demanded the immediate suspension of the unilateral draft regulations, insisting that no new education policy should be implemented without inclusive representation of all social groups and wide consultation with students, teachers and education experts.
Concerns Over Social Imbalance in Higher Education
Participants alleged that the proposed UGC rules would lead to social imbalance and discrimination within the higher education system, adversely affecting the academic and professional future of students belonging to the Savarna community.
They emphasized that education policy must aim at inclusive growth, rather than weakening the rights or opportunities of any particular group.
Religious Leaders Also Voice Opposition
Mahakaleshwar Temple priest Mahesh Pujari also expressed strong reservations over the draft regulations.
“These proposed rules amount to injustice against the Hindu and Savarna society. They are like shackles that will disturb social harmony,” he said.
Nationwide Discontent Growing
Protesters claimed that resentment against the UGC draft regulations is spreading across several parts of the country. In Ujjain, a large number of demonstrators carrying placards assembled at Tower Chowk, formed a human chain, and marched peacefully before submitting their demands to SDM Pawan Baria and Vikram University Vice-Chancellor Prof. Dr. Shailendra Kumar.
The administration acknowledged receipt of the memorandum and assured that the concerns raised would be forwarded to the appropriate authorities.
The protest highlights rising public debate over the proposed UGC regulations, with growing calls for transparency, dialogue and consensus before any final decision is taken.
