
In a significant move to strengthen Bihar’s administrative framework, the state government has partnered with the Indian Institute of Management (IIM), Bodh Gaya, signing a Memorandum of Understanding (MoU) under the Chief Minister Fellowship initiative. The agreement aims to enhance transparency, promote innovative approaches in governance, and build administrative capacity across the state.
Key Highlights of the MoU
The MoU, finalized in a meeting chaired by Chief Secretary Pratyay Amrit, allows for the deployment of highly qualified and experienced subject-matter experts at various administrative levels across Bihar for a period of two years. Selected fellows will assist government departments in policy formulation and implementation.
Each fellow will receive a fixed monthly honorarium and, upon successful completion of the two-year tenure, will be awarded a certificate in Public Policy and Good Governance from IIM Bodh Gaya. The program is exclusively for Bihar residents, with adherence to government reservation norms.
Strengthening Bihar’s Administrative Machinery
Commenting on the initiative, Chief Secretary Pratyay Amrit said,
“This MoU represents a major step toward improving Bihar’s administrative machinery. By leveraging the expertise of young and capable professionals, we aim to make policy-making and implementation more transparent and effective.”
The scheme received cabinet approval on 9 September 2025 and will be implemented jointly by the Bihar Administrative Reform Mission Society, the General Administration Department, and IIM Bodh Gaya. The MoU will initially run for three years and may be extended in two-year increments upon mutual consent.
IIM Bodh Gaya will begin the fellowship admission process in December 2025, while officials including Patrima, Secretary of the Science & Technology Department, and Vinita Sahay, Director of IIM Bodh Gaya, also addressed the meeting.
