Major Update on Delhi Water Bills: Government Announces New Deadline for Penalty Waiver

New Delhi: Relief for Delhi Jal Board (DJB) consumers as the Delhi government has extended the ‘Late Payment Surcharge (LPSC) Scheme’ for pending water bills until 15 August 2026. Water Minister Parvesh Sahib Singh announced the extension on Friday, citing requests from public representatives and Residents’ Welfare Associations (RWAs).

Interest Waiver for Consumers
The government acknowledged that due to system inefficiencies and staff shortages, many consumers were unable to pay their bills on time. Under the new deadline, domestic category consumers will receive a 100% waiver on late payment surcharges (interest) for pending bills. A similar announcement for non-domestic consumers is expected soon.

Installment Option for High Dues
Approximately 87,000 consumers in the high-bill category owe ₹2,068 crore. The government will allow these consumers to pay their dues in installments, with the DJB coordinating with nationalized banks to provide banking facilities at zonal offices. Minister Singh highlighted that due to earlier system shortcomings, around 14.68 lakh consumers had pending bills.

The Numbers Behind the Scheme
Out of a total of 29 lakh DJB consumers, around 14.68 lakh had outstanding bills spanning several years. The total dues amounted to ₹16,068 crore, including ₹5,057 crore principal and ₹11,011 crore arrears (interest). The primary consumer grievance was incorrect and average billing. To provide relief, Minister Singh had announced a 100% waiver on arrears, with an expected recovery of ₹5,057 crore. However, so far, only ₹430.26 crore (8.5%) has been collected.
