Jharkhand Budget 2026-27: 20 Key Highlights of the ‘Abua Dishom Budget’

Ranchi, Jharkhand: Finance Minister Radhakrishna Kishore presented Jharkhand’s budget for the financial year 2026-27 in the state assembly, unveiling a ₹1,58,560 crore plan aimed at comprehensive development and social welfare. Dubbed the ‘Abua Dishom Budget’, the financial blueprint emphasizes rural development, women’s empowerment, agricultural reforms, and inclusive growth, while introducing outcome-based, gender, and child budgets for greater transparency and accountability.

Here are the 20 major highlights of the Jharkhand Budget 2026-27:

  1. Budget named ‘Abua Dishom Budget’ to reflect people-centric planning.
  2. Total budget size: ₹1,58,560 crore for FY 2026-27.
  3. Finance Minister accused the central government of not releasing Jharkhand’s due share of funds.
  4. Emphasis on Jharkhand Agricultural Loan Waiver Scheme for farmers’ financial relief.
  5. Health sector allocation: ₹7,790 crore, with ₹200 crore specifically for cancer treatment.
  6. Primary and secondary education: ₹16,251 crore allocated.
  7. Women and child welfare: ₹22,000 crore earmarked for development and protection programs.
  8. Support for women farmers: ₹25 crore allocated to connect them with integrated farming methods and online/offline markets.
  9. Economic empowerment of women: Priority given to Mukhyamantri Manaiya Samman Yojana.
  10. Social security expansion: Extension of Jharkhand Sarvajan Pension Scheme to reach marginalized communities.
  11. Employment generation: Focus on Mukhyamantri Rozgar Srijan Yojana to boost self-employment and reduce unemployment.
  12. Education infrastructure: Five new Jharkhand Girls’ Residential Schools planned across Dhanbad, Palamu, Latehar, and Garhwa districts.
  13. Model schools for martyrs’ families to be established and operated by the state government.
  14. Implementation of PESA Act to empower village councils for management of sand ghats, haat bazaars, and beneficiary selection.
  15. Local bodies to receive 4% of the state’s net own-tax revenue as per the Fifth State Finance Commission recommendations.
  16. Agriculture sector employment rose from 44.3% to 50.4%, reflecting stronger rural economy.
  17. Public participation incorporated through initiatives like ‘Humein Kar Budget’ and ‘Abua Budget’ workshops, particularly engaging youth.
  18. Focus on environmentally sustainable growth, promoting sustainable green industries and forest-based value chains.
  19. Commitments to protect tribal interests, culture, and natural resources, ensuring community-centric development.
  20. Special focus on social justice and inclusion for marginalized and backward communities, while pursuing pending dues from the central government totaling ₹1.36 lakh crore to accelerate development projects.

The Jharkhand Budget 2026-27 aims to combine financial prudence with social welfare, offering a roadmap for equitable growth, rural prosperity, and empowerment of women and youth while preserving tribal heritage and environmental sustainability.
