Jabalpur EOW Files Case Against Developer and Engineer for Selling Plots Without Basic Amenities

The Economic Offences Wing (EOW) of Jabalpur has filed a case against Ganesh Vitthal Das Chandak, director of Ramdev Developers, and Archana Dubey, a deputy engineer in the Rural Development Department, over alleged fraud and corruption in the “Dreamland City” residential project in Kathounda.

Plots Sold Without Electricity or Water

According to EOW sources, Chandak developed the Dreamland City colony but allegedly colluded with officials to obtain approvals and sell 35 plots mortgaged to the government, despite the colony lacking essential facilities like electricity and water. Residents had repeatedly complained about the absence of basic infrastructure, prompting a district-level investigation which confirmed the deficiencies.

Fake Reports Secured NOC

Deputy Engineer Archana Dubey reportedly prepared an inspection report that falsely claimed the colony was compliant. Based on this report, the then Sub-Divisional Officer (Revenue) issued a No Objection Certificate (NOC) to Ramdev Developers. However, in reality, two phases of the colony’s construction had neither electricity lines nor transformers installed.

Criminal Conspiracy Uncovered

The EOW alleges that Chandak and Dubey conspired to misuse official positions to create a fraudulent inspection report, enabling the issuance of the NOC and the sale of government-encumbered plots. As a result, nearly 400 families in the colony have been deprived of basic amenities like water and electricity for over a decade.

The case has been registered under Sections 420 (cheating), 120B (criminal conspiracy), and relevant provisions of the Prevention of Corruption Act. Both the developer and the engineer are now under investigation.
