High Security Number Plates: Over 1.6 Million Vehicles in Pune Still Without HSRP as Deadline Nears

As the countdown to the December 31 deadline begins, Maharashtra’s drive to install High Security Registration Plates (HSRP) on older vehicles is facing serious challenges—particularly in Pune. Despite repeated extensions, a staggering 1.6 million vehicles in Pune alone are still without HSRP, raising concerns over compliance and enforcement.

Low Compliance Despite Multiple Extensions

According to transport department data, Pune has nearly 2.6 million vehicles that are required to install HSRP. However, so far, only 10 million vehicle owners have registered for the plates, and just around 800,000 vehicles have actually had the plates installed.

Even more worrying is the trend in December: only 50,000 vehicle owners registered for HSRP in the entire month, indicating poor public response as the deadline approaches.

The transport department has already extended the deadline five times, yet compliance remains far below expectations.

Why HSRP Is Mandatory

As per High Court directives, the Maharashtra Transport Department mandated that all vehicles manufactured before April 1, 2019, must be fitted with High Security Registration Plates. The implementation process began in January 2025.

HSRP plates are designed to improve road safety and law enforcement, making it easier to identify vehicles involved in accidents, thefts, and criminal activities. These tamper-proof plates help authorities quickly trace vehicles and curb misuse.

65% Vehicles Still Non-Compliant in Pune

Officials estimate that around 65 percent of vehicles in Pune are still without HSRP. While there were earlier complaints about an insufficient number of fitment centers, the transport department has since increased capacity. Despite this, vehicle owners have shown limited urgency in getting the plates installed.

Transport officials now admit that if the current pace continues, it may take several more months to achieve full compliance.

Deadline Extension or Strict Action?

With the deadline just days away, the key question remains: Will the transport department extend the deadline again, or initiate strict enforcement action against non-compliant vehicle owners?

Officials have hinted that a decision will be taken soon, keeping in mind both public convenience and the need to ensure road safety and regulatory compliance.

As authorities weigh their options, vehicle owners are being urged to act immediately to avoid possible fines, penalties, or enforcement measures once the final decision is announced.
