
Hathras, UP: The Economic Offences Wing (EOW) of Kanpur has arrested two accused in connection with a massive scholarship scam exceeding ₹24 crore in Hathras district, sending shockwaves across the administration.
According to EOW sources, the action was carried out under “Abhiyan Shikanja”, targeting financial irregularities in the Minority Department. The accused, Dharmveer Singh, manager, and Sarvesh Pachauri, treasurer, of Madrasa Mohammad Sahab Islamia Fokania in Sikandararao, misappropriated funds meant for student scholarships while holding official positions. The crackdown follows UP Chief Minister Yogi Adityanath’s strict directives for action against corruption.
Background of the Case
The scam pertains to pre-matric scholarships released for minority students studying up to Class 8 in the 2011–2012 and 2012–2013 academic years, totaling ₹24.92 crore. The EOW had filed a case under FIR No. 191/2014 at Mursan Police Station in 2014.
On Tuesday evening, the two absconding accused were arrested from separate locations in Sadabad, with Dharmveer Singh from Salem Pur village and Sarvesh Pachauri from Vinoba Nagar taken into custody. Both have now been sent to judicial custody.
Scale of the Scam
The EOW investigation revealed the involvement of 81 individuals, including 3 government employees and 78 associated with private institutions. So far, 46 charge sheets have been submitted to the court. The investigation continues, with EOW teams actively tracking wanted suspects.
Legal Proceedings
The case has been registered under Sections 409, 419, 420, 467, 468, 471, 204, 120-B IPC and Section 13(2) of the Prevention of Corruption Act, highlighting the gravity of the embezzlement. The scam involved diversion and misappropriation of funds meant specifically for minority students’ pre-matric scholarships in Hathras district.
This arrest marks a significant step in cracking down on financial irregularities in the education sector, reinforcing the state government’s commitment to transparency and accountability.
