Guna Treasury Stamp Scam: Cashier Manipulates ₹2.7 Crore, FIR Registered

Guna, Madhya Pradesh: A major financial irregularity has surfaced at the Guna District Treasury, revealing alleged corruption involving stamps worth ₹2.7 crore. Following an inspection, an FIR has been registered against the Assistant Grade-3 cashier, Keshav Verma, after discrepancies in official records were discovered.

Fraud Uncovered During Audit

The irregularities came to light when a team of Joint Directors of Treasury and Accounts from Gwalior conducted an inspection in December 2025. The audit revealed a discrepancy of over ₹3.74 crore between the digital Integrated Financial Management Information System (IFMIS) records and the physical stock of stamps. Subsequent verification reduced the discrepancy to ₹2,70,25,310, which the cashier failed to account for.

Details of the Alleged Manipulation

According to a complaint filed by senior treasury officer Rakesh Kumar at the Cantt Police Station, Keshav Verma allegedly violated the Madhya Pradesh Treasury Code 2020 over the period from 2018 to 2025. The investigation revealed that the accused distributed large quantities of stamps to vendors without proper authorization, without making computer entries, and without issuing receipts. He is also accused of breaching the “double-lock system” meant to secure high-value stamps, resulting in significant financial loss to the state.

Legal Action and Ongoing Investigation

Keshav Verma has reportedly admitted in writing that the stamps were distributed without the treasury officer’s knowledge, claiming it was unintentional. However, authorities are treating the case as a serious instance of financial mismanagement and corruption. An FIR has been registered against him under Section 316(5) of the Indian Penal Code (IPC) and Section 13(1)(c) of the Prevention of Corruption Act. The police are currently investigating the matter based on a 72-page audit report, with expectations of further significant revelations.
