
Ghaziabad: Amid a steady rise in land dispute cases in Ghaziabad, District Magistrate Ravindra Kumar Mandar has taken a proactive step to guide the public on the correct legal procedures for faster resolution. In a video message that has gone viral on social media, the DM clearly explained the relevant provisions of the Uttar Pradesh Revenue Code, urging people to file cases under the appropriate sections to avoid unnecessary delays.
Addressing the large number of land-related complaints received during Janata Darshan programmes, the DM said that most delays occur because applications are not filed under the correct legal provisions. He emphasised that proper filing ensures timely hearings and effective justice at the tehsil level itself.
Correct Sections for Land-Related Cases
DM Mandar explained that for land measurement and boundary demarcation (medhbandi), applications should be filed under Section 24 of the Revenue Code. For land partition (bantwara) disputes, cases must be registered under Section 116.
“If cases are filed under the appropriate sections, they are heard by the Sub-Divisional Magistrate (SDM) and resolved at the tehsil court level, saving both time and effort for citizens,” the DM said.
Time-Bound Resolution Highlighted
Highlighting the importance of statutory timelines, the DM noted that cases filed under Section 24 are required to be resolved within 90 days, while those registered under Section 116 are decided within six months. He urged people to consult their lawyers and ensure that applications are submitted correctly to obtain judicial orders without prolonged litigation.
Emphasis on Permanent Solutions
The DM expressed concern that many citizens have been unable to get land measurement done for six to ten years, simply because they did not file applications under the prescribed sections. Similarly, several partition disputes remain unresolved due to improper filing.
“These problems persist not because the law is ineffective, but because cases are not registered at the right forum under the right provisions,” he said. He appealed to citizens to seek legal advice and approach tehsil courts with properly drafted cases under Sections 24 and 116.

The DM’s explanatory video has drawn widespread appreciation from the public, with many praising the administration for simplifying legal procedures and spreading awareness. Officials believe this initiative will help reduce the burden on higher authorities and ensure quicker, permanent resolution of land disputes.
Reiterating the state government’s commitment to time-bound justice, the DM said that adherence to the rules laid down in the Act is the key to securing prompt and final relief in revenue-related matters.
