
Ghaziabad: The Ghaziabad Development Authority (GDA) has issued a strict ultimatum to thousands of property allottees who have failed to clear their dues for years, warning that they must pay pending installments and charges immediately or face cancellation of allotment and eviction.
According to official records, 2,607 allottees have defaulted on payments after being allotted residential plots or houses by the GDA. The total outstanding amount owed by these defaulters has crossed Rs 292 crore, creating a major hurdle in ongoing development projects and adversely affecting the authority’s financial position.
The GDA has stated that it is considering introducing a final One-Time Settlement (OTS) scheme as a last opportunity for defaulters to clear their dues. However, officials warned that if payments are not made even after the proposed OTS scheme, strict enforcement action will follow.
Two OTS Schemes Already Offered, Yet Thousands Failed to Pay
The development authority has already implemented the OTS scheme twice in the past, offering substantial relief by waiving heavy interest and penalties. Despite receiving discounts worth crores of rupees, a large number of allottees did not take advantage of the scheme.
Officials said the unpaid dues of Rs 292 crore are now seriously impacting GDA’s ability to fund infrastructure and development works in the city.
Defaulters’ List Sent to the Government
GDA Vice-Chairman Nand Kishore Kalal confirmed that the details of defaulters have been forwarded to the state government. He also indicated that another OTS scheme is likely to be launched soon.
“If the dues are not deposited even after the OTS scheme, a final notice will be issued, following which the allotment will be cancelled,” he said.
Most Defaulters Have Not Paid for Over 10 Years
The GDA has categorized defaulters into four groups based on the duration of non-payment. Shockingly, a major portion of the defaulters have not cleared dues for more than a decade.
- 180 allottees have not paid for over 10 years
- 316 allottees have not paid for 5 to 10 years
- 335 allottees failed to pay within 1 to 5 years
- 148 allottees are new defaulters within 1 year
- 32 allottees withheld payments citing pending map approval issues
Cancellation and Sealing Action Planned
According to GDA’s enforcement wing, if the upcoming OTS scheme is ignored, the authority will begin the process of property seizure.
The procedure will include issuing notices, followed by cancellation of allotments, and eventually sealing of houses or plots. Officials stated that the GDA is now determined to take firm action against defaulters to recover dues and restore its financial stability.
GDA Aims to Strengthen Financial Position
Authorities said the move is part of a larger strategy to tighten control over defaulters and ensure that pending dues do not continue to obstruct city development plans.
