Final Operation Against ‘Red Terror’: Jharkhand Police Close in on ₹1-Crore Naxal Leaders Misir Besra and Anal

Jharkhand Police has intensified its final push to eliminate the last traces of Naxalism in the state. Once spread across multiple districts, Naxal activities have now shrunk to the forests of Chaibasa, where two most-wanted Maoist commanders—Misir Besra and Anal, each carrying a reward of ₹1 crore—are believed to be hiding.

As part of a renewed offensive under the Union Ministry of Home Affairs’ mission to free India from Left-Wing Extremism, the state police has adopted a “man-to-man marking” strategy, a precise and targeted approach to track and neutralize each active Naxal operative.

Mission to End Red Terror by 2029

According to officials, the state government has set 2029 as the deadline to wipe out all remaining Naxal influence. The campaign is being run in coordination with the Centre, which aims to make the country fully free from Naxal violence by 2026.

Chaibasa remains the last stronghold, with around 65 active Naxals operating in small, scattered groups. Their complete background, movements, and operational patterns are already under police surveillance.

Two Top Maoist Leaders on Radar

  • Misir Besra, a central committee member of the CPI-Maoist and wanted in several major attacks, is believed to be operating from deep jungles.
  • Anal, another central committee member, also carries a ₹1 crore bounty on his head.

Besides them, 35 other Naxals in the region are listed with government rewards.

Police Tighten Operations in Chaibasa

After taking charge as acting DGP, Tadasa Mishra reviewed anti-Naxal operations in Chaibasa and directed an aggressive, coordinated push. All security forces—Jharkhand Police, CoBRA, CRPF, and special units—have been concentrated in the zone to ensure the final phase of the operation remains swift and effective.

IG (Operations) Dr. Michael Raj confirmed that police possess complete intelligence on the remaining Naxal groups and have increased ground-level monitoring. He urged the remaining extremists to surrender and join the mainstream under the government’s rehabilitation policy.

Naxalism Reduced to Its Final Breath

Officials assert that Naxalism has been eliminated from every district of Jharkhand except Chaibasa. The state police now aims to script the final chapter of this decades-long conflict.

“Chaibasa is the last pocket, and the remaining Naxals are taking their final breath. Very soon, Jharkhand will be completely free from Red Terror,” said a senior official.
