Delhi Residents to Pay Double Parking Charges When Pollution Levels Rise

New Delhi: In a move aimed at controlling vehicular pollution, Delhi residents will now be required to pay double parking charges during periods of high pollution, as per the recently issued notification by the Environment Department. The rule applies under the GRAP (Graded Response Action Plan) framework, specifically when GRAP-3 or GRAP-4 measures are in effect. Delhi Metro Rail Corporation (DMRC) parking has been exempted due to its Park-and-Ride facility.

The notification, dated January 8, 2026, was uploaded on the department’s website on January 22. Confusion has arisen regarding the applicability of GRAP-2, which was revised by the Commission for Air Quality Management (CAQM) on December 13, 2025, to include rules for increasing parking fees. Some residents are unsure whether the revised GRAP-2 provisions will be implemented in the capital.

The Delhi government clarified that the double parking charges are intended as a deterrent to reduce vehicular congestion during high pollution periods, encouraging citizens to opt for public transport and Park-and-Ride facilities.
