
The Delhi government has announced a skill development program for construction workers registered under the Delhi Building and Other Construction Workers Welfare (DBOCWW) Board. The initiative aims to enhance the workers’ skills, improve the quality of work, and increase their earnings.
Program Details and Budget
The training program will be approximately 120 hours long and has a total budget allocation of ₹135 crore. Officials have stated that over the first three years, more than 1.2 lakh construction workers will be trained under this initiative. The per-worker cost for the program is estimated at ₹5,880.
Training at Workplace and Camps
To ensure minimal disruption to daily work, training will be conducted both at the workplace and at dedicated training camps. Workers attending training at their workplace will receive one hour daily during lunch break, with government compensation of ₹35 per hour if it affects their wages.
Program Structure
- The training duration is 120 hours or 15 days, depending on the worker’s employment schedule.
- Practical sessions include 7 hours at the workplace or 6.5 hours at training camps, with additional theoretical training of 1–1.5 hours.
- Each batch will include 20 to 50 workers, ensuring focused learning.
- Upon completion, workers will undergo an 8-hour assessment test, and successful participants will receive a certificate of skill proficiency.

- Improve the technical skills of construction workers.
- Enhance the quality of construction work in Delhi.
- Boost workers’ income through better skill levels.
The Delhi government has already started the process of selecting companies to implement the training program. Officials emphasize that this program will strengthen the workforce and contribute to safer, more efficient construction practices across the city.
