Delhi Car Blast: Dr. Shaheen’s Associates Linked to Kanpur NGOs for Funding, Possible Terror Finance Connection

In a fresh development related to the Delhi car blast, investigations have revealed that associates of Dr. Shaheen were in contact with multiple Kanpur-based NGOs to arrange funding, raising suspicions of a possible terror financing network.

Sources indicate that Dr. Shaheen’s close associates had been coordinating with these NGOs for the last four months. Intelligence agencies identified suspicious transactions in the bank accounts of three NGOs, suggesting foreign funding possibly routed to support extremist activities. Dr. Shaheen, who served as Head of Pharmacology at GSVM Medical College from 2006 to 2013, reportedly had associates involved in negotiating 70-30 percent funding deals through these NGOs.

Network Spans Gulf Countries

Investigations suggest the network spans the Gulf region, including Bahrain, Kuwait, Oman, Qatar, and Saudi Arabia. Locally, the gang is believed to have operated in neighborhoods including Machharia, Babu Purwa, Beconganj, Chaman Ganj, Jajmau, and Chakeri.

Agencies have traced NGO registration documents, bank statements, and personal identification data including passports and Aadhaar cards, revealing extensive foreign transactions. The NGOs in question were registered in 2009 and 2011, and included members of various religious communities. Several former members had left the NGOs long ago, but bank accounts still show crores of rupees in suspicious transactions.

Deaths and Ongoing Probe

The investigation has also revealed that two members associated with these NGOs have passed away. Authorities are contacting the families to ascertain the cause of death and gather further information on other associates. The probe continues to determine the full extent of Dr. Shaheen’s associates’ involvement in soliciting foreign funding through these NGOs and their links to extremist activities.

Authorities are urging vigilance as the investigation expands into the local and international networks suspected of supporting terrorism financing.
