Delhi: ₹17 Crore Fraud by Health Inspectors Exposed; Commissioner Orders Immediate Dismissal of Accused Staff

New Delhi: A major financial scam has surfaced in the Municipal Corporation of Delhi (MCD), where Additional Public Health Inspectors (APHIs) appointed on contract allegedly defrauded the civic body of ₹17 crore. Shockingly, senior officials remained unaware of the misconduct until the matter was raised in the Standing Committee meeting.

The issue was highlighted by Standing Committee member Rajpal Singh, prompting the committee chairman to recommend a vigilance probe. To ensure impartial investigation, the chairman directed that the health department’s charge be taken away from the Additional Commissioner and handed to another official. Soon after the meeting, the MCD Commissioner issued orders to terminate all accused employees.

Labor Court Order Leads to Massive Payout

South MCD had hired 38 APHIs on contract. In 2015, they filed a case in the Labour Court alleging unfair treatment, demanding salary revisions and regularization. In 2025, the Labour Court ruled in favor of the APHIs and ordered the attachment of the MCD Commissioner’s account to recover the dues, amounting to ₹17 crore.

After the account was attached, the entire amount was withdrawn and distributed among 39 APHIs, raising serious concerns about procedural lapses and irregularities.

Payments Made to Ex-Employees, Some Received Twice

According to sources, several APHIs who had already left the job in 2018 were called from their homes and paid despite no longer being employed. Even more alarming, some individuals allegedly received the payment twice.

Rajpal Singh accused MCD officers of deliberately suppressing the issue and keeping even the Commissioner in the dark. “Such a huge recovery took place, yet no officer raised an alarm. What exactly were they doing?” he questioned.

A vigilance inquiry is now underway to determine how the scam was executed and who all are responsible.
