“Crime Trends, Calls, Timing, and Mapping Have Made Outer North District Safer”: IPS Hareswar V Swami in Exclusive Interview

In a remarkable policing initiative, DCP Hareswar V Swami of Outer North Delhi has significantly curbed street crime in the Narela Industrial Area through a strategy he terms “Innovation Intelligence Investigation.” Known for pioneering positive policing methods, DCP Swami shared insights with NBT on how his team has made the district safer.

Transforming Crime Control
“Beyond routine patterns, we needed innovative measures for crime control,” says Swami. “We introduced Innovation Intelligence Investigation to focus on street crime and cases affecting women’s safety. Every call is tracked with accountability, ensuring cases are prioritized and resolved efficiently.”

Building Public Trust
Swami emphasizes direct engagement with citizens: “I often visit public places like markets and restaurants to interact with people. Their feedback helps us improve crime control. I urge everyone to report suspicious activities without hesitation—police are always with you.”

Combating Gang Activity
Border areas in the district were often exploited by gangs using hidden routes. “We mapped these paths and deployed police pickets, drastically reducing gang-related incidents. The first layer of gangsters is neutralized, the second layer is in jail, and we conduct surprise operations against the active third layer. Recently, we arrested a gangster’s father and recovered cash, arms, and four bulletproof vehicles,” he revealed.

Cybersecurity Measures
With cybercrime on the rise, Swami’s team prioritizes public awareness, registration, and investigation. “We conduct cyber awareness programs in schools and alert citizens during social and festival events,” he explained.

Strategic Policing Steps
“Our approach includes analyzing crime trends, timings, and mapping areas for effective patrolling. Patrol schedules are aligned with crime patterns for each police station. BCs are thoroughly verified, their photos recorded, and the status of offenders—jail or bail—is continuously monitored,” Swami added.

Through these measures, Outer North Delhi has seen a significant reduction in street crime, showcasing a model of proactive and intelligence-driven policing.
