
Pauri Garhwal, December 22, 2025: A major administrative dispute has emerged in Pauri Garhwal after IG Garhwal, Rajiv Swaroop, revoked the transfer orders issued by SSP Sarvesh Panwar. The move is being seen as a clash between two senior IPS officers.
SSP Panwar had earlier issued transfer orders for hundreds of police personnel, ranging from constables to sub-inspectors, which triggered controversy across the district. The issue escalated to the IG level, who, citing violations of the Police Act, annulled the SSP’s orders late Sunday night.

The controversy began when SSP Sarvesh Panwar attempted to implement widespread transfers across Pauri Garhwal, affecting personnel at multiple levels. The mass transfers drew immediate attention and criticism, eventually reaching IG Rajiv Swaroop. After reviewing the situation, the IG intervened and canceled the SSP’s orders, terming them a violation of the Police Act. About IG Rajiv Swaroop
Rajiv Swaroop, a 2006-batch IPS officer, currently serves as the IG of Garhwal Range. Known for his decisive and proactive policing style, he was appointed to the Garhwal Range last December. Swaroop has prioritized crucial assignments such as the Winter Char Dham Yatra and national-level sporting events. He has also been strict on drug trafficking and traffic violations, earning a reputation as a firm and efficient police officer. His recent action against the SSP’s orders has further highlighted his authority in the region.
About SSP Sarvesh Panwar
Sarvesh Panwar, a 2019-batch IPS officer, is considered one of the more gentlemanly officers in the state police cadre. Prior to his current posting, he served as SP Crime-Traffic in Dehradun. He was assigned as SSP of Pauri Garhwal in October this year and had been actively attempting reforms in the district’s policing structure. However, his transfer orders have now been struck down by the IG.
The ongoing conflict between the two IPS officers has drawn significant attention and may escalate to the state headquarters in Dehradun. All eyes are now on the administrative and political responses as the situation develops further.
