
Anil Singh, Banda, UP: Justice has finally caught up with JE Rambhawan, an irrigation department official from Banda, Uttar Pradesh, who was found guilty of sexually exploiting minors over the last decade. When presented before the CBI in 2020 for investigation, children immediately recognized him and accused him of horrifying acts, saying, “This uncle is very dirty.” Testimonies from 25 out of 34 children ultimately led to a death sentence for Rambhawan and his wife, Durgavati.
The Crime
The scandal first came to light in November 2020 when the CBI arrested JE Rambhawan and his wife. A First Information Report (FIR) had been lodged on 31 October 2020 in New Delhi, based on credible information regarding sexual exploitation of children in Banda, Chitrakoot, and surrounding areas. Rambhawan, along with unidentified accomplices, had been targeting minors and recording obscene videos of them.
During interrogation, when victims were confronted with the accused in the presence of the Child Welfare Committee, they immediately identified him and detailed his crimes. Children’s statements, corroborated by medical reports, became pivotal evidence in the case.
Medical Examination and Evidence
To ensure thorough investigation, the CBI brought a team of five doctors from AIIMS Delhi, including two female doctors, along with six health department staff, to conduct medical examinations of the victims. The examinations took place under strict security, transporting children and their guardians in three separate vehicles to a community health center. AIIMS medical reports played a crucial role in establishing the guilt of the accused.
Modus Operandi
Rambhawan, who had been suspended from service, sexually exploited over 50 children for more than ten years. He created obscene videos and sold them, amassing evidence and cash at his rented residence in SDM Colony, Chitrakoot. Authorities seized approximately ₹8 lakh, mobile phones, laptops, webcams, pen drives, memory cards, and other electronic devices, including sex toys.
Verdict
Following the investigation and trial in a special POCSO court, JE Rambhawan and his wife Durgavati were found guilty of heinous sexual crimes and sentenced to death on Friday. The case has sent shockwaves through the local community and serves as a grim reminder of the importance of vigilance and prompt legal action in protecting children.
