
Patna: The Bihar government is preparing to roll out a revised coaching regulation policy aimed at increasing transparency, preventing exploitation of students, and ensuring accountability in the coaching sector. The updated policy is expected to be approved by the state cabinet by the end of this month and implemented statewide from the 2026–27 academic session (April 2026).
Earlier, the policy was scheduled for implementation in the ongoing academic year, but the Assembly elections caused a delay.
Key Changes in the Coaching Policy
The most significant amendment is a complete prohibition on government school teachers teaching at private coaching centres. The Education Department has clarified that strict disciplinary action will be taken if any government teacher is found violating the rule.
Additionally:
- No coaching centre can operate on or near any government school or educational institution premises.
- Coaching classes cannot run during school hours.
These measures aim to ensure that government teachers remain committed to their primary duties and that students receive a structured and safe learning environment without overreliance on private coaching.
Transparency and Accountability Framework
To curb arbitrary fee hikes and unchecked operations, the revised policy introduces several regulatory steps:
- A district-level committee, chaired by the District Magistrate, will approve registrations of coaching institutions.
- At the time of registration, coaching centres must publicly declare the fee structure for all courses.
- Running a coaching institute without registration will attract punitive action.
- Complaints regarding excessive fees will be investigated, and if a centre fails to deliver on its promised standards, its registration may be cancelled.
- Random inspections will be conducted to ensure continuous compliance with quality and safety norms.
