Bihar Makes Strides in Governance and Employment; General Administration Department Gets ISO 9001:2015 Certification

Patna, Bihar: In a significant achievement for governance and public service, Bihar’s General Administration Department has been awarded the prestigious ISO 9001:2015 certification for its commitment to quality, transparency, and timely service delivery. The certification, formally granted on January 21, 2026, recognizes the department’s excellence in workflow management, citizen service, and grievance redressal mechanisms.

Efficient Service Delivery Across the State

Under the Bihar Public Service Rights Act, 2011, 14 state departments provide 153 types of services to citizens, including caste, income, and residence certificates, new ration cards, labor accident grants, driver licenses, girl child welfare schemes, and social security pensions. Over 51.13 crore applications have been successfully processed so far.

Digital Access to Rural Citizens

Since July 2025, over 64 services have been made available through public service centers in Panchayat Government Buildings, eliminating the need for rural residents to travel to block, sub-division, or district headquarters.

Strengthened Grievance Redressal

Under the Bihar Public Service Grievance Redressal Act, 2015, 514 services across 45 departments now have timely complaint resolution mechanisms. Since January 22, 2016, over 18.57 lakh complaints have been addressed, while the Bihar Government Servant Grievance Redressal System has resolved 14,569 cases since June 3, 2019.

Chief Minister Fellowship Scheme Launched

Through Notification No. 17373 (dated September 15, 2025), the Chief Minister Fellowship Scheme has been approved, selecting 121 subject matter experts to work in various state government offices. A Memorandum of Understanding has been signed between the Bihar Administrative Reform Mission Society and IIM Bodh Gaya for implementation.

Employment Generation Milestone

Between April 1, 2020, and February 6, 2026, Bihar has provided employment to 9,84,141 individuals in the government sector, including 7,95,832 regular appointments, 1,17,784 contractual posts, and 70,525 external appointments. In 2025-26 alone, 1,50,561 posts were advertised across various recruitment commissions.

Digitized Human Resource and Asset Management

Under the HRMS system, 2.72 lakh service records have been digitized, 1.23 crore pages scanned, and payroll managed for 8 lakh employees across 48 departments. Details of movable and immovable assets of all government officers and staff under Groups A, B, and C are regularly uploaded on the department’s website.

Helpline Services Benefit Millions

The central helpline ‘Jigyasa’ (Toll-free 14403) has assisted over 7.92 lakh citizens since 2010. Additionally, the Solution Call Center (Toll-free 1800-345-6284), launched in 2016, has registered and resolved over 12.35 lakh complaints.

Other Key Initiatives

The state government has renamed Gaya as ‘Gayaji’, issued the Master Circular for Bihar Government Probation Rules-2024, and established SOPs for secretariat operations. All departmental circulars, including acknowledgment of letters, are made available online.

The press conference was attended by Additional Chief Secretary Dr. B. Rajendra, Special Secretary Sanjay Kumar, Joint Secretary Rajnish Kumar, Special Officer Afak Ahmed, and senior departmental officials and staff.
