In a major relief for citizens, the Bihar government is set to roll out a fully digital land records system from January 1, 2026, eliminating the need for repeated visits to Circle Officer (CO) and block offices for land-related documents. From the new year, residents will be able to download legally valid, digitally signed land documents from their homes using a mobile phone or computer.
The initiative, to be launched through the state’s official land records portal, is aimed at simplifying revenue services, saving time and money, and curbing corruption.
End of Delays and Paperwork
Until now, obtaining copies of land documents often took 7 to 14 days, involving multiple office visits, stamp duties, administrative fees, and extensive paperwork. The process was not only time-consuming but also costly and prone to delays.
Under the new digital system, the entire process—from application to issuance—will be completed online, with no requirement for physical visits, postal services, or manual stamping.
How the New System Will Work
Citizens will be able to submit requests for land documents directly on the land records portal. After verification, the government will issue digitally signed documents, which can be downloaded instantly from the portal.
If a particular land record is not yet available online, users can submit an online request. Following verification, the digital copy will also be uploaded and made accessible.
Documents Available Online
The portal will provide access to a wide range of essential land-related records, including:
- Jamabandi (Record of Rights)
- Khasra details
- Land maps
- Mutation records
- Registration documents
- Land tax payment details
All documents will carry digital signatures and will be legally valid, accepted by courts, banks, and other government and private institutions.
Government’s Objective
Deputy Chief Minister Vijay Kumar Sinha said the initiative is aimed at making revenue services simpler, more transparent, and citizen-friendly. “This reform will help reduce corruption, ensure faster service delivery, and save valuable time, especially for people in rural areas who earlier had to travel long distances for basic documentation,” he said.
Digital Readiness Completed
The government has already digitised over 23.4 crore land records dating back to 1995, with verification and data validation completed. For citizens without internet access, help centres will be set up at block offices, where trained staff will assist with online applications.
To ensure security and prevent misuse, the system will use Aadhaar-based authentication, allowing only genuine landowners to access and download their records.
Part of a Larger Digital Push
This move builds on several existing digital services in Bihar, including e-registration, e-stamping, online fee payment, e-court fees, and online mutation services, which have already streamlined property transactions across the state.
The government has described the initiative as a major step towards “Digital Bihar”, fully aligned with the Digital India mission, and a transformative reform in land governance that will directly benefit millions of citizens.
