Bihar Government Paves Way for Over Two Lakh Jobs, Bets Big on Semiconductor and Tech Industry

Patna: In a major push to transform Bihar’s economic landscape, the NDA-led Bihar government is moving beyond traditional agriculture- and labour-based employment and stepping decisively into the high-technology sector. The state is working on an ambitious plan to develop Bihar as a semiconductor and electronics manufacturing hub, a move expected to generate more than two lakh jobs in the coming years.

Officials said the initiative aims to strengthen the state’s economy, attract large-scale private investment, and create quality employment opportunities for local youth, reducing migration to other states.

Three Major Chip Units Planned

As part of the strategy, the government plans to set up three major semiconductor-related units in the state. These facilities are expected to play a critical role in electronics manufacturing, chip design, and packaging, positioning Bihar on India’s emerging semiconductor map.

Senior officials expressed confidence that the expansion of the tech industry would act as a game-changer for Bihar’s development trajectory.

Bihar Semiconductor Policy Approved

To give the plan a concrete framework, the state cabinet has approved a dedicated Bihar Semiconductor Policy. The policy aims to ensure that the semiconductor sector contributes at least 5 per cent to the state’s economy within the next five years.

To attract leading domestic and global companies, the government has announced generous financial incentives. In addition to benefits available under central government schemes, Bihar will offer an additional 20 per cent state subsidy to companies investing in semiconductor manufacturing and allied sectors.

The objective, officials said, is to make Bihar more attractive than competing states for high-tech investments.

Bihar Semiconductor Mission Formed

To oversee the execution of the project, the government has constituted the Bihar Semiconductor Mission, which will be monitored by a high-level committee chaired by the Chief Secretary.

Under this mission, the state plans to:

  • Promote more than 10 semiconductor design houses
  • Develop advanced chip packaging facilities
  • Establish world-class semiconductor centres
  • Launch specialised training and skill development programmes

These initiatives are aimed at ensuring that Bihar’s youth can secure high-quality jobs within the state itself, instead of migrating elsewhere for employment.

Support for Global Capability Centres

In another significant step, the Bihar government has decided to extend support to Global Capability Centres (GCCs) set up by foreign companies. These centres will focus on research, design, IT services and business operations.

Companies that prioritise employment for local residents will be eligible for higher financial assistance. The state has announced rental support and capital subsidies of up to ₹50 crore for establishing GCCs.

A Shift Towards a Modern, Tech-Driven Economy

Government officials said these measures reflect Bihar’s seriousness about building a technology- and innovation-driven economy that is modern, competitive and employment-intensive.

With focused policies, institutional support and substantial incentives, Bihar is positioning itself to emerge as a new destination for India’s high-tech manufacturing and semiconductor ecosystem.
