The Bihar Education Department has introduced a stringent leave policy for school teachers to curb the long-standing practice of multiple teachers taking leave on the same day — a trend that has been severely affecting classroom teaching and delaying syllabus completion.
During recent inspections, officials found that in several schools, more than half of the teachers were absent on the same day, bringing academic activities to a standstill. Taking serious note of this, the state government has now enforced clear and binding rules on teacher leave.
No More Unapproved Leave
Under the new policy, teachers will no longer be allowed to take leave at will.
Primary Schools: Only one teacher can be granted leave per day.
Middle/High Schools: A maximum of 10% of teachers may go on leave.
- Any additional leave will require prior approval from the controlling officer.
This overhaul aims to ensure uninterrupted learning and prevent administrative lapses.
Emergency Leave Also Redefined
The department has strictly prohibited unapproved leave in normal circumstances.
In emergency cases, teachers may inform the authorities through mobile/WhatsApp — but must submit a formal application one day in advance.
The message from the government is clear: academic disruption will no longer be tolerated.
Only 16 Casual Leave Days in a Year
Each teacher will be entitled to a maximum of 16 days of Casual Leave (CL) annually.
Teachers posted mid-year will receive CL proportionately at 1.33 days per month.
Special Casual Leave is allowed:
- Only once a year
- For a maximum of two consecutive days
- And may be combined with weekends/public holidays only for a total of up to 12 days
Additionally, CL cannot be clubbed with long holidays like summer vacation, Durga Puja, Diwali, or Chhath — ending the earlier ‘extended holiday’ practice.
Headmasters must maintain an individual leave record for each teacher, and any violation will invite departmental action.
