
Patna, Feb 2:The Bihar Assembly’s Budget Session commenced on Monday with the Governor Arif Mohammad Khan’s address, highlighting the state government’s ambitious plans for economic growth, employment generation, and social development over the next five years. The address received mixed reactions, with the ruling NDA lauding it as forward-looking, while opposition parties raised critiques.
Governor Khan outlined the government’s target to double Bihar’s per capita income by 2030 and emphasized the goal of creating one crore jobs, doubling current employment and livelihood opportunities from 50 lakh to one crore. He said these targets align with the “Double Employment, Double Income” vision, reflecting the government’s long-term developmental strategy.
Reacting to the Governor’s address, Deputy Chief Minister Vijay Kumar Sinha said, “The speech offered a glimpse of progress from good governance to prosperity. It highlighted the various initiatives undertaken by the double-engine government to build a developed Bihar.”
NDA Leaders Highlight Vision for Bihar
Bihar government minister Vijay Kumar Chaudhary described the Governor’s address as a constitutional responsibility, providing an outline of the government’s achievements and future plans. He noted that discussions on the address will continue over the next two days and that NDA leaders had convened to deliberate on the session’s priorities.
BJP MLA Maithili Thakur, addressing the session, said, “The Governor highlighted Bihar’s progress over recent years and provided key statistics. As a first-time MLA, I have been instructed on how to participate in daily proceedings. I will raise all constituency-related issues and ensure justice is delivered, including in critical cases such as the recent NEET student death in Patna. The Home Minister is actively monitoring the situation.”
Governance, Law & Order, and Social Welfare
Governor Khan stressed that law and order remains a top priority. The state police force has been increased to 1.31 lakh personnel, with the number of police stations rising from 814 to 1,380. Since November 2005, over 50 lakh citizens have benefited from the Dial-112 emergency service. The Governor also emphasized the importance of communal harmony and inclusive development.
Women’s empowerment remains central to government policy, with 1.40 crore women actively participating in self-help groups under the “Jeevika” program. The Governor reaffirmed the administration’s commitment to ensuring justice alongside development, reflecting the NDA’s focus on “justice with growth.”
Economic Growth and Development Targets
The Governor’s address highlighted the NDA government’s ambition to double Bihar’s per capita income within five years while sustaining high economic growth. The plan builds on the state’s consistent development rate of over 10 percent in the last decade, outpacing the national average. The government aims to fulfill its electoral promise of creating one crore jobs, strengthening livelihood opportunities, and fostering overall prosperity.
