Bihar Adopts Zero Tolerance on Crime Home Minister Samrat Choudhary Pushes ‘Encounter Policy’, STF Action Surges 300%

Patna, Bihar: As soon as Samrat Choudhary assumed office as Bihar’s Home Minister in the new Nitish Kumar government, he adopted a strict ‘zero tolerance’ approach toward crime. Central to this strategy has been the controversial ‘Encounter Policy,’ which has led to a significant rise in police encounters in the state during the early months of 2025 and 2026 compared to 2024.

Surge in Encounters Under Choudhary

Under the leadership of Samrat Choudhary, the Bihar Police, particularly the Special Task Force (STF), have markedly increased encounters against criminals. In 2024, there were only 8 reported encounters, but in 2025, the number rose sharply to 29. These encounters involved exchange of fire, injuries, and, in some cases, fatalities. Notable incidents include the killing of four gangsters in Rohini during joint operations with Delhi Police.

Though the 2026 data is still incomplete, media reports indicate that 15 encounters have already occurred in the first month alone, including two fatalities and 14 cases where criminals were shot in the leg. This suggests that the total number for the year could surpass 2025 figures.

Opposition Criticism

Senior RJD leader and legislator Bhai Virendra has criticized the STF’s encounter policy, claiming it targets specific communities. He said, “Ram is being killed while Rahim is being framed. Are criminals only from one caste or religion? Every day we see selective targeting—this is unacceptable.” His comments came in response to the widely reported encounter of Suryan Don.

Government’s Position

The Bihar government has emphasized that the sharp rise in criminal incidents compelled decisive action. In 2025 alone, Bihar recorded 2,556 murders, numerous rapes, and 174 dacoities. The new Home Minister’s priority has been to maintain the image of good governance under the Nitish Kumar administration, which included authorizing the police to undertake encounters where deemed necessary.

However, critics argue that a disproportionate number of the encounters involved individuals from particular communities, raising concerns about selective enforcement. The Choudhary-led administration, on the other hand, insists the policy targets criminals irrespective of caste or religion.
